Since the prospect of an exchange of notes on the lines proposed now seems rather unlikely, we do not propose to consult the Goverment of Burma at present but if it should be decided to approach the Chinese, we should have to consult them before we could agree to Burma's being included in the agreement.

I am sending copies of this lotter to Costar, Rumbold, Monson, Fraser and Slade.
